W WI I Checking Up on Motorists INAUGURATION by the state highway patrol l of a series of highway blockades to be conducted con conS ducted during the next 30 days in all parts of the state is commendable In the first such blockade heM held south of Provo cars were stopped topped and drivers and vehicles examined for compliance with various laws regulating the operation of automobiles It is significant that 25 arrests were made for failure of motorists to have drivers' drivers licenses l That proves again as has been proved by blockades blockades blockades block block- ades in Salt Lake City that we still do not have anywhere near per cent compliance with the license law in Utah Blockades are the best way to enforce this law provided of course that courts cooperate in the enforcement effort by assessing reasonably severe penalties against those motorists who defy state law by driving their cars without first securing the required license Another excellent Innovation by the highway highway high way patrol is the Instruction to all highway patrolmen that each operating as an individual ual must stop at least 1 10 lU cars each day during the course of his regular duties and nd make an inspection similar to that made In the blockades block block- ades That additional duty will not seriously interfere with the activities of or patrolmen and it will provide a constant checkup on vehicles operating In the state The very knowledge that such a checkup Is being made regularly made regularly by patrolmen will have a salutary effect on on all motorists It would seem advisable that this daily car 10 Inspection order to every patrolman patrol man should be a permanent phase of highway patrol activity Local police officers and deputy sheriffs can and should cooperate In both these highway patrol pati-ol programs Local officers should join In conducting the blockades as members of the Provo police department did and they c ild co uld well themselves adopt the individual inspection tion plan along with members of the highway patrol atrol l
