Show City Passes Ordinance For Citizen Safety In Event Of Air Raids Rulings Made Regulating Vehicle, Pedestrian Traffic In Case Of Raid Alarm; Duties Of Police In Emergency Also Explained In as much as Springville is located in a critical defense area, being near the new steel plant project and not too far from defense works in Salt Lake Citv and Ogden, city officials have deemed it necessary for the preservation preser-vation of public health, peace and safety of citizens to pass an ordinance ordin-ance on air raid precaution. The ordinance, printed in full in this issue on page five, was passed pass-ed by the council at its regular meeting Monday evening, and is planned to put in effect a system and method of precaution against enemy air raids. The ordinance states that in case of an air raid a signal will be given giv-en in the form of a siren, whistle, horn or other audible sound for a period of two minutes. It may also be a succession of intermittent blasts of about five seconds duration dura-tion separated by a 3-second silent period. The all-clear signal will be a continual sound of two minutes duration, at steady pitch. The ordinance further states that only police shall cause the sounding of an alarm and he upon order of the Utah district warning center through order of the U. S. army. During a blackout, the ordinance states that anyone who maintains an illumination whatsoever during the hours of darkness shall be guilty of a misdemeanor. The hours of darkness are defined as the time one-half hour after sunset and one-half hour before sunrise. During an air raid alarm or blackout, the local police may formulate any ruling which he deems is for the best good and safety of citizens and these rulings will be in effect until 10 days after the alarm. In case of an air raid alarm, the ordinance states, all vehicles must be driven to the side of the road and stopped and if at night all lights must be turned off. They are to remain in the same position posi-tion until the all-clear signal. This ruling does not, however, include emergency vehicles. Pedestrian traffic is also prohibited prohi-bited during an air raid alarm and all are to seek shelter. Physicians, nurses, firemen, policemen, and others working in line of duty may continue necessary duties. Also during an air raid alarm it is unlawful for any person to have in his possession, display, or use, a uniform or insignia of authority or law enforcement except those in authority. The ordinance further states that anyone found guilty of any of these misdemeanors in connection connec-tion with the air raid rulings shall be fined not more than $300 or three months in the county jail, or both. |
