WASHINGTON, Dec. 2? i (UP) The government has adopted and will pursue a i policy of maintaining the highest prevailing wage scale in construction contracts, President Hoover announced at the White House today. -At the same time Mr. Hoover issued is-sued an analysis of the increased ' construction the government has i undertaken to alleviate unemployment. unemploy-ment. Increase Is Noted , It Is estimated that the .construction .construc-tion outlay had increased from $'276,507,000 in 1928 to $530,445,000 for the fiscal yeui' ending June 30, 1931, and $t2&,661,000 for the fiscal year 1932. In addition to these expenditures the government will spend on highways high-ways during the calendar- year 1931 about 90,500,000, and on rivers and harbors 25,500,000. A total of $116;000,000. Added to this is an: outlay of $30,000,000 to accelerate the building program by employing outside architects. Mr. Hoover estimated that uie total to-tal outlay for the calendar year 1931 would be $725,058,000, as'com-pared as'com-pared with the yearly average expenditure ex-penditure of $275,000,000. Mr. Hoover pointed out that the policy was first adopted a year ago when employers were called here for. an agreement to maintain the then existing wage levels. He said It had been followed in every direction, both as to existing contracts con-tracts for construction of government govern-ment buildings throughout the nation, na-tion, and to contracts being let.
