Show Hoover Orders Reorganization Of Government Consolidation of Departments Sought In Executive Order Today. WASHINGTON, Dec. 9. (ir.PI President Hoover today ordered a thorough reorganization of the federal government in a series of executive orders embodied in a special message to congress. A division of public works was ordered set up in the department of interior which would take over much of the river and hartjor and flood control work now in the hands of the war department's board of army engineers.. Group Offices Several minor boards and commissions com-missions were either abolished or relegated to advisory capacities pending action by congress. The president ordered the grouping group-ing or consolidation of a total of 58 executive agencies and bureaus in Che national government. He sent to congress 11 executives orders to effect these changes. The orders become efefctive in 60 calendar days or on February , z 8, unless rejected within that time by congress. ! The president's reorganization, striking at outworn bureaus, would create four new assistant secretaries secretar-ies in three departments to handle work now done by overlapping bureaus and agencies.
