Show LODGE PROPOSAL STAB i SBi House Chairman Unwilling' to Report, Out State of Peace Resolution. WASHINGTON, Dec. 3. The plan of Republican. leaders to declare a state of peace by concurrent resolution of congress con-gress struck a snag today in the house. Chairman Porter of the foreign affairs committee said his committee had no intention in-tention of reporting out such a resolution and it was indicated that -house leaders supported tills position. The position taken by the house Republicans Re-publicans was said to be that repeal of the wartime legislation which extends until un-til peaoe is established would be a more acceptable method of restoring normal conditions, and the question of peace was one which the president and the senate, constituting the tvt'-aty-making power, should determine. The stand of the house Republican leaders lead-ers was accepted as at least blocking the plan of Republican senators to have the house act first on a peace resolution. In the senate such a resolution has been presented by Senator Lodge and now is in the hands of the foreign relations committee. com-mittee. Members thought tonight that the committee com-mittee probably would not take it up when it meets tomorrow for the first time In the new session. In tho senate tho resolution faces stubborn stub-born Democratic opposi tion and it was predicted by many senators that no effort ef-fort to bring it to a vote would be made In the immediate future. 1 It was explained that, while Chairman Porter opposed a concurrent resolution, be would not oppose a joint resolution, which requires the president's signature. Democrats said the president never would sign such a resolution and that it could not be passed over his veto. |
