Mr. Francis warns the people of America Amer-ica that unless this German intrigue is checked by the overthrow of Trotzky and Lenine and their brood the peace of Europe cannot be enduring, since Germany, Ger-many, through tho exploitation of Russia, Rus-sia, will regain a 'position which will menace all that has been won by tho enemies of Prussianism on the battlefield. battle-field. The ambassador is not the first American Amer-ican to return from Russia with a similar simi-lar warning, but' he is the first to substitute sub-stitute direct charges for generalities in dealing with the subject of bringing order out of the Russian chaos. It is pretty generally accepted that Bolshevism Bolshe-vism has brought Russia to tho verge of ruin, but other witnesses before the senate eommitteo have dealt chiefly with the results of Bolshevism rather than tho power behind that political phenomenon. Mr. Francis tells us that at this moment much of the actual direction di-rection of the red government in Russia Rus-sia is in German hands and that in the Bolshevik army German commanders work under cover, but effectively, none the less. Doubtless Doubt-less Germany would be glad to counterbalance counter-balance her losses iu other directions at the exponse of Russia, and that is her design, if Mr. Francis interprets events aright. The world has had enough of revelations of German intrigue to justify jus-tify the conclusion that wherever Ger- j man influence is being exerted it is for the purpose of doing evil to other peoples. peo-ples. The allied nations should see to it that the results of four long, agonizing ago-nizing years of warfare are not largely, dissipated by German intrigue conducted under their very noses, while these allies al-lies are engaging in academic discussions discus-sions of the most genteel method of saving Russia from herself. |
