The health legislation enacted by the legislature concerned itself, with few minor mi-nor exceptions, to the cure, study, treatment treat-ment and suppression of social diseases. With the help and advice of representa-; representa-; tives of the United States government, the desired measures have been made Into law. A measure was passed providing1 provid-ing1 for health education. Part of the program of the social disease dis-ease campaign is found in senate billB No. 103 and No. 103, which prohibit the sale or advertisement of cures for specified speci-fied diseases. Written prescriptions of a licensed physician are required for the sale of remedies of this nature. Regrets Failure of Bill. Dr. T. B. Beatty; secretary of the state board of health, considered it unfortunate unfortu-nate that house bill No. 169 failed to pass. It provided for the creation of a home in which to treat fallen wurnen and to aid them in gaining a new start in life. While the bill passed the legislature, the enactng clause was overlooked. Dr. Beatty points out that most of the afflicted af-flicted women require the help of the state and counties because they are to a great extent mentally incompetent. He asserts that such a home is of far more importance than an insane asylum, as the women are more dangerous to the community. com-munity. A fund of $8000 for the cure of social diseases has been appropriated. This is considered a good start, according to i health officials. i A state institution for the feebleminded feeble-minded drew $75,000. This is part of a broader plan of education and treatment of unfortunate children who are unable to attend regular state schools because of mentality. The sum appropriated is short of what was asked, but is a foundation for the future. Free Clinics. The free state dispensary was given $10,000 for the creation and maintenance of branch clinics for the free treatment and help of the poor of the state. Any county, city or organization can apply to the state health board for any part of the money, which they will be expected to supplement with additional funds for the proper maintenance of these institutions, which will be under the care and direction direc-tion of the state board of health. The health education director will, supervise su-pervise the health of school children and the instruction of parents in child welfare. wel-fare. Dr. Beatty said yesterday that a study of sanitation and ventilation in moving picture shows and swimming pools would soon be made to safeguard the health of those visiting , such places. Two health routine measures were also passed by the legislature. One provides that influenza be added to the list of quarantine diseases and be known as such. Any violation by the examining physician is made "punishable as a mis- , demeanor. Cities and unties are per- j mitted to enforce quarantine rules which j do not conflict with state laws and which will best meet local conditions. I l |
