Refugees Are Harbored. HKL.SINGFORS, Finland, Sept. 22, via Copenhagen. (By the Associated Press.) "In view of the condition of anarchy and murder in Pelrograd. and the defenseless de-fenseless situation of a great part of the population," says an official statement issued here, "Finland's government feels that on purely humanitarian gronnds it cannot refuse to permit Russian, English, En-glish, American and Italian refugees to come to Finland." The Finnish government, the statement says, is compelled by the scarcity of provisions pro-visions to beg Norway, Sweden and Denmark Den-mark to help harbor the refugees.
