Nov. -.Apportionment of labor to industries vital to the conduct of the war will .be taken tin by the council of national defense with union officials at the close of the Buffalo Buf-falo convention of the American Federation Fed-eration of Labor. Government direction of surplus labor is considered necessary in order to systematize sys-tematize the apportionment among factories fac-tories turni ng out war materials, but the 1ask of obtaining the men is regarded re-garded as one to be decided by the men s own representatives. In addition to the advice of union officials, the council will have the active ac-tive co-operation of the department of labor. Unemployment, expected to result this winter in sections where non-essential industries use large quantities of raw materials and coal, will receive the first attention. Creation of a central agency for apportioning ap-portioning labor necessary to war work may result. |
