The state administrator will also be , empowered to modify or change the gen- 1 eral scheme- of determining the percentage percent-age of profit a retail dealer may make on his sales of coal in accord with the cost of handling his business. Readjustment of retail prices may be recommended hy the state or local administrator ad-ministrator whenever he finds that the ! retail margin added by any dealer is too ! high. The maximum of increase 1 11 profit allowed over the average profits of v the year 1.&15 is 30 per cent. Much of the succoss of the plan of the organization will depend upon the cooperation co-operation of the local retail dealers with the state and local administrators and assurances are bebig received from retail dealers in all parts of the country that they will so co-operate. Tt is expected the state administrators will avail themselves them-selves of the advice of experienced retail ., dealers and that they will employ ex- pert accountants to investigate costs and conditions of the retail trade. State Arl minlstrator Armstrong proha -bly will leave Washington today and upon arrival In Salt Lake he will imme- diately arrange to effect a state mid wn county organization to carry into effect ' the plan outlined by Dr. Garfield. le will endeavor to secure the services iinrl aid of practical and experienced business men for the places.
