Mitchell, president of the senate. Representative C. .S. Moody was made Moor leader of the majority, with Representative Krnest Anderson of Canyon his assistant. Representative D. R. Hubbard, the Republican minority nominee for speaker, was voted down, together to-gether with all attaches offered by the Republicans, and those of the Democrats wf-re installed. Representative McGowan is minority floor leader In the house and Senator F. S. Randall of Iewiston floor loader 1 3i the. senate. Chief Justice Budge swore in both houses. Bill to Pay Guard. The first official act of the house of representatives was to pass house bill No. 1, appropriating- $7.133. 50 from the general funds of the treasury to be used to pay the officers and enlisted men of the Second Idoho regiment the money the Rta.te owes them. Timothy Regan, a Boise citizen, advanced Sc.000 for the purpose pur-pose and to it the governor added $1500 more, but owing to the difficulty over the way In which funds not appropriated by the legislature could be paid to the troops It was decided not to use this money, but to wait until the legislature convened con-vened and appropriated state money. The senate will pass the same bill to-; morrow and It will immediately receive the governor's approval. The troops will then be paid. There was not enough money in the treasury to pay them before. The second official act of the two houses was to notify the governor both were organized, ready to transact the state's business and receive such messages mes-sages as he wished to transmit. The governor replied that he would read his message at 2 -o'clock Tuesday afternoon, fijid a joint concurrent resolution was adopted convening the houses ii joint session at that hour. No Serious Conflict. The openinsr preliminaries were without serious conflict. The Democratic majority ma-jority asserted its power from the start and the first test votes found them with thirty-six votee to twenty-nine in the house and twenty-one to sixteen in the senate, a margin of control that was amply safe. 1 The gavel was dropped in the senate by Herman H. Taylor, former lieutenant governor, promptly at 12 o'clock noon. Senators Mitchell and Randal! were instructed in-structed to notify the chief justice that the senate was ready to take the oath of office. At 12 :1S the oath was administered. admin-istered. Senator George E. Hill, Democrat, Demo-crat, then placed Senator Mitchell in nomination for president pro tern. The Republicans, through Senator Whiteomb, nominated Senator Randall. Senator Mitchell was elected on a straight party vote. The Democrats then elected their Attaches. Committees were appointed as follows: Senators Thomas and H1U to notify the house the senate was organised;' organ-ised;' Senators Hill, Whiteomb and-Curtis to serve the same notice on the governor; gov-ernor; Senators Mitchell, Randall and Stevenson, committee on rules; Senators Wedge wood, Driggs and Rockwell, joint committee on rules. David Burrell, former chief clerk of the house, nipped the house to order at noon and the oath of office was shortly afterward after-ward administered. The election of speaker followed, together with the naming nam-ing of Democratic attache, after which the regimental bill was passed. |
