At the meeting of the city council last night permission was given to withdraw three franchises before the council In relation to street railways and electric lights and their substitutes were read for the first time. J. D. IJrownlng of Pocatello and L. R. Martlneau of Salt Lake ukeil llrst for an electric lighting franchise. The life of this franchise Is llfty years. Free use of the company's poles Is to be granted for police and lire alarm signal systems. After ten yenra tho company pays the city li per cent of Us gross earnings, provided the city enters into a lighting contract, and after fifteen years tho city may purchase the system. The franchise provided for the beginning of the work In eight months, the spending of ?10.000 In a year :uid the completion within -two years. Tho second franchise alEO was presented pre-sented by J.trownlng and Martlncau. It asked for the privilege of building an electric railway yyatcm and operating for llfty jears. This company's franchise differs from tho Kasika-White street railway franchise afterwards presented, iu that It guarantees the completion of a track along a given line in J'JLl, while the other guarantees one and a half miles In the same length of time and, furthermore, further-more, will give to the city, after twenty-llvo twenty-llvo years, - per cent of Its gross carn-nlngs. carn-nlngs.
