NEW POSTAL REGULATION. Rule for General Delivery Mall Becomes Effective; May Cause Trouble. Speolal to The Tribune. OGDEN. Aug. 30. The new postal regulation regu-lation applying to the receipt of mall through the general delivery department of the local poatofflcfj goes Into effect tomorrow morning at 9 o'clock. After that hour any person who receives his mall from the general delivery clerk will have to show good reason for doing so or perform per-form some skillful maneuvering. If you apply for your mall at tho general deliver de-liver window tomorrow the clerk probably prob-ably will ask you these questions: "Aro you 21 years of age7" "Havo you a permanent residence here?" "Are you using a fictitious name?" "Is iiils correspondence legal?" If the first two questions are answered In the affirmative It Is very probable that you will receive the expected letter by carrier. The new regulation provides that all persons having a permanent address ad-dress must have their mall delivered by carrier. Unless, of course, they can furnish fur-nish a satisfactory explanation to the postmaster.
