Show ECONOMY AND EFFICIENCY. We have received from Chairman F. A. Cleveland, of the President's Coin-mission Coin-mission on Fconomics and Efficiency, the report of that body made to the President. The President's message transmitting transmit-ting this report, dwells upon "The Need For a National Budget," and points out the fundamental importance both to the executive and legislative branches of the government of having the national finances handled by means of a- budget. Such is the usual method of civilized governments elsewhere in the world, and tho fact that we have not dealt with our finances in this manner has undoubtedly led to large waste, and to many , needless ijfJj 11" II vicious appropriations. :j M The report makes quite a 8iz ab book, and it illustrates by meanj f) forms, tables, and lints of method Mill procedure, the means to be cmpli in the budget system.
