Show PI1G BID STRIFE STILUHTTLEfl City Commissioners Not In-( In-( dined to Award Contract to Low Man. REASONS TO HESITATE Delay of Contractor in Doing Other Work Here Cause for Deliberation. While G. A. Heman of St. Louis was tho low bidder yesterday In the paving bids which were opened for the first Utah rock asphalt to bo authorized by tho city commission, several members of that body said laot night that they wcro undecided In tho matter of awarding the work to him. Mr. Heman's bid on the work aggregated aggre-gated 521.50L27, a total of $3213.73 Jess than the city's engineer's estimate. The bid of P. .1. Mora.11, $22.2:16.61, was the second lowest and Is S732.31 moro than th:Lt of Mf. Hf'tnrin. Th next bidder. the Gllkerson Construction company, at a price of $22,2-18.67. was but $12.0G above Mr. Moran, Threo other bids were received, re-ceived, but all were considerably higher than tho threo low bidders, nnd two of the estimates were above the city engineer's en-gineer's estimate of cost, -f2G,71S. Charges Are Made. Considerable interest was displayed by the commission In tho bids owing to tho tight which has been mado locally for the use nf Utah rock asphalt. It was repeatedly re-peatedly charged by advocates of artificial arti-ficial asphalt and of bltulithlc pavement that tho priro of the home product would be exorbitant and In somo instances that It could not bo had at all. In the midst of the discussion tho Utah Rock Asphalt association filed with tho city, commission a. letter guaranteeing guarantee-ing that bids would be received at a loss price than tho city has heretofore hereto-fore paid for street paving, and further guaranteeing that such bids would be received from responsible contractors. Low Bids in Evidence. Tho prices submitted by threo of the bidders yesterday were lower than the lowest bid boretoforo received by the city for ssphalt paving of any naturo and considerably less than the job of bltulithlc bltu-lithlc paving completed this year on North Main strcot at a price of ?2.23 per squnro yard. Contractor ITemau, the low bidder, submitted sub-mitted an estimate yesterdar of 31.77 per square yard for Utah rock asphalt. The bid from the St. Louis contractor on the local material was surprising In the face of the fact that when recently awarded four largo extensions at the price of $1.89 per square yard for Utah gll-Honlte gll-Honlte (artificial asphalt), lie made the statement that he would, be pleased to use rock asphalt but for the fact that he could not secure a price on the product. Mr. Heman's bid yesterday was 12 cents per square yard lower than the price ho bid on tho four larger extensions, embracing nearly nine times the amount of work. Moran May Win. Tho commissioners, however, last night did not feel that tho contract would bo given Mr. I-Icman but would probably bo awarded to Mr. Moran. Tho tardiness of the former In starting the work or the four extensions which he already has Is given as the reason for tho probable award to tho second lowest bidder. Tho work Involved In extension 76 on which tho bids wero received Is for the two blocks of Second South street between be-tween Tenth and Twelfth Kast streets. The bids of tho various contractors were as follows: G. A. Heman $21,504.27 P. J. Moran 22,280. lit Gllkerson Construction Co 22,'2'18.157 A. A. Clark 24.S08.03 "W. H. Taylor 2n.2fi7.0S Strange-McGulro Paving Co.... 29,507. 4G There being only one protest against curb and gutter extensions 25 and 26, tho work was ordered done, on motion of Commissioner Morris. Extension Plans. Extension No. 25 includes C, "D, 10, V, G, II. IC, L. M and N streets from First to Third avenues and .T street from South Templo street to Third avenue. Extension Exten-sion No. 26 includes O. P, Q, It, S, T and U and Virginia streets, from South Temple Tem-ple street to Third avenue On recommendation of Mayor Park, C. W. Goodman & Co. was awarded the contract con-tract for the Installing of a special Hag decorative scheme 011 Main street for Lhe National Irrigation congress. The commission formally approved the police badge for city health inspectors, as submitted by Dr. H. B. Sprague. assistant as-sistant city health commissioner. Under an ordinance recently pusscd by tho city commission, all health inspectors are given giv-en polico power. |
