He asserted that the completion com-pletion of the last half of the stone flacing would bo accomplished within thirty days, and that the next improvement' improve-ment' in 'connection with the project would be the unification of all. canal systoms in tho country affected by the project, the construction of a high line and pumping plant. He said that settlers in tho states he visited were very prosperous and were erecting modem homos aud buildings in contrast to the shacks of former years. Ho also said that F. II.
