and collector of each county ta s acure statistics and furnish to the territory statistician it is piloted in order that residents may understand it and secure the necessary facts preparatory to the visit of the assessor OF statistics AN ACT creating Cr enting a bureau of statistics SECTION 1 be it enacted by the governor and legislative assembly of the territory of utah that a bureau of statistics is hereby created and the territorial librarian is hereby made the territorial statistician who shall receive an annual salary of six hundred dollars in addition to liia salary as territorial librarian which salary shall be paid quarter yearly in equal proportions out of the territorial treasury SEC 2 it shall be the duty of the territorial statistician on or before the first day of january of each year to prepare and cause to be furnished to the county clerk of the several counties for delivery to the county assessors suitable blank forms for the collection of statistics as hereinafter provided by this act SEC 3 the several county assessors and their deputies of this territory shall at the time of taking the lists of property for taxation procure from each person required to property in their county a statement of toe number to acres he has had under cultivation during the preceding year the number of irrigated the number of acres he has had under enclosure for pasture the ands of crops and alie respective acreage thereof the amount of product of each respective crop during the preceding year number of gallons made of wine cider vinegar and sorghum number oi pounds made of butter cheese honey and dried fruits of each kind respectively number of hives of bees number of pounds of wool shorn the number each of cow cattle horses mules asses sheep goats and abino over six months old owned on the day of december of the preceding year sec 4 the statement required by section 3 of this act shall be signed by the person malitie it and he shall be required by the assessor or deputy assessor to swear to the same before lum who is hereby authorized to adminis ter the necessary oath which shall be in substance as follows 1 I do hereby solemnly swear or affirm that the above schedule contains a full and correct statement concerning all the matters and bilings therein inquired of me to the best of mv knowledge and belief sec 5 any person who is required by thiis act to give information and refuses upon proper request to do so shall be subject to a penalty of not less than five dollars nor more than two hundred dollars to be recovered bv suit in any con t of competent jurisdiction complaint of any person before such court and it shall be the duty of the district or county attorney of the prope to such suit at the expense of the county for the use of the school fund of lucli county sec C each county assessor shall accurately compile foot up and return to the county clerk of his county at alie time chbr ho returns the assessment rolls a tabulated statement of alie statistics mentioned in section 3 of this act he shall also add to such compilation and return to the county clerk of hi county at the same time a carefully tabulated estimate for the preceding year of the amount that lias been expended in each town and city in his county and throughout his county for buildings private and bublic respectively amount expended for public works the number and kinds of industrial concerns with alie number of people employed and the amount of wages paid the value of their plants the amount and value of their annual product horse power employed biow acquired whether by steam water or oher means capital invested the number cf stores of each kind respectively in each town city and county capital invested amount of annual sales number of employees wages paid population of each town and city in his county the assessors and their deputies shall receive such compensations for the services herein required as the county courts may determine and each county clerk shall without delay forward such tabulated statements and estimates to the territorial statistician who shall compile the same aid on or before tha first day of october transfer them to the secretary of the territory the territorial statistician shall also and at the same time furnish the secretary further statistics of the territory showing the number of miles of railway and kinds of motive power and mileage of each number of companies engaged in each kind of mining capital invested number of hands employed of wages paid annual caput in tons and value number of smellers sm ellers and stamping mills average cosec ot reducing ores number of bands employed wages paid tons reduced and number of nature and capitalor capit alof all new business enterprises and in corporations of the preceding year also the prices in alie principal markets of the Teni tory cf the various kinds of produce fruits stock annual products and leading articles manufactured in this territory and the secretary of the territory shall carse to be printed on or before the first day of december in each year of the compiled statistics received from the territorial five thousand copies for by himself and the statistician a reasonable number thereof to be given to alie chambers of commerce and kin led organizations and each county ot the territory approved ma ich
