Show FLAWS IN THE PLANS. It Is announced as a. result of the examination of the conduit, that the plans ore found to be faulty, and that a great deal of money will be needed to repair those faults. The conduit Is Improperly located; it is not strongly enough rupported where It crosses the canyons and arroyas; It Is certain to leak because no plaster of cement is provided; and It Is subject to being broken or carried away by slides. That Is a formidable arraignment of the old administration, and especially of Us engineering department, and though It Is not made as an official arraignment, it is stated that there Is no mistake In the facts as recited. It is a severe arraignment of reckless reck-less Incompetence. The Tribune Is all the more entitled to condemn tho wretched plans found to be so faulty and wasteful, since It constantly protested pro-tested against the absurd haste in , speeding on the letting of the contract, regardlesB of whether the work was ready to.be let or not. We earnestly insisted thut to let the contracts on Imperfect end defective plans was sure to be disastrous, and to cost the people peo-ple large sums above the legitimate cost of the work to be done. But no heed was paid to the remonstrance. re-monstrance. On the contrary, it seemed as though the administration was recklessly determined to sacrifice the public Interests In order to make a showing that could be pointed to In the election campaign that was coming on. "See," was the plep, "what great things we are doing to add to the water wa-ter supply of the city!" And all the time, unless the political tricksters were too Ignorant to know what they were doing, (which we do not think was the case.) they were deliberately swindling tho people by a false pretense pre-tense of progress, well knowing all the time that their pretense was a shocking shock-ing fraud. The facts have now come out in part, as they could not havo been known to the general public before the city election, elec-tion, with those who hoped to benefit by the fraudulent pretense covering up the facts. It Js a shameful record, but It adds only one more nail In the coffin of the confidence the public once had in the administration of Mr. Morris and In him. |
