In Chicago, Mr. Prince of Illinois made the point that wlili the present limited number num-ber of National bank examiners it was Impossible for those officials to on cr the ground required by them. There were, he said, two sections of the Revised Statutes Stat-utes which the Department of Justice might do well to consider for the purpose of appHIng a penalty to delinquent bank officials. Penalty for Delinquents. One of these sections prohibits National banks from lending to any one borrower mor than on tenth of their capital. The other section applies to embezzling bank fflclals and providee a penalty of fine and Imprisonment Mr. Prince said there were fiST.S National banks and but seventy-eight examiners. Contending that the cotton crop estimates esti-mates of the Department of Agriculture had been assulled both by the cotton grower, because the setlmates are too largo, and by the manufacturers because they are too small., Mr Bowie of Alabama expressed satisfaction with the cstlmati s. For the last six years, he said, the estimates esti-mates of the department had been within with-in seven-tenths of 1 per cent of accuracy.
