Show I WIRELESS REPORTS FORBIDDEN BY CZAR WASHINGTON, April 15. The Russian Rus-sian Government has given notice that newspaper correspondents iplng wireless wire-less telegraph will be treated as spies and shot. This notice was served on the State department by Count Casslni, the Russian Rus-sian Embassador, today, and It is understood un-derstood that similar comunicatlons .ere made to all foreign offices. The text of the communication is as follows: "I am charged by my Government, in i.rder to avoid all possible misunderstanding, misunder-standing, to comunieate to your excellency excel-lency that the Lieutenant of hl 1m-IMrrial 1m-IMrrial majesty In the far East has just made the following declaration: " 'In a case in which neutral steamers Iming on board correspondents who might communicate war news to the hemy by means of perfected apparatus not being yet foreseen by existing conventions, con-ventions, would be arrested near the ioast of Kuaan Tong or in the zone of jperatlons of the Russian Meet, the correspondents cor-respondents will be looked on as spies', md the steamers furnished with wire-I-sh telegraphy seized as prizes of war." ' New Wrinkle in War Orders. This notice opens up an entirely new line of treatment of correspondents. The reference to existing conventions Is aken to express the belief of the Russian Rus-sian Government that if wireless telegraphy had been practiced prior to 'he Hague declaration concerning im- plements and practices of war is would surely have been prohibited even In neutral hands.
