Show THE HOAR AMENDMENT Thp amendment to the Federal Constitution Con-stitution proposed by Senator Hoar appears ap-pears to be very generally misunderstood misunder-stood So generally accurate a paper as the Springfield Mass Republican sayu that under Its terms if Presl dentelect McKInley had died sometime some-time between his election In November 1S9C and March 4 1 following etc the amendment would havo applied ap-plied had it been adopted But Mr McKInley was not elected President = Presi-dent In November 1SOC and the Hoar amendment would not apply unless he had died between the time of his actual ac-tual election on January 1111897 and March 1 following Up to the second Monday In January succeeding the choice of Presidential ejectors there Is no Presidentelect In case the Jib of March should come and the President Presi-dent elect Is dead the VIcoPresident would be sworn in of course but there might be a question of his succeeding to the Presidency The Hoar amendment amend-ment removes this uncertainty and makes the VieePresidential succession sure That Is l all the Hoar amendment proposes and It Is so prgpor and l do thoroughly in line with present urfoges that we do not see why there should not bo a unanimous agreement to it Tho case where It would r L come Into operation Is remote let ua all hopo but when It did come It might be In I uch a way or at such a time that Ils Importance could not be overestimated The one weak place In the Presidential election system after the adoption of this amendment is In the luck of provision pro-vision for a VicePresident when that official succeeds to the Presidency Our idea as to that Is that the Electoral college should be made a continuing body with a fouryears term and whenever thqre < is a vacancy In the office of VIceUresldent the electors should fill that vacancy It Is an easy simple and natural method of procedure proce-dure |
