Show ATTITUDE 0F FRANCE Forwards Instructions to Foreign Minister Dolcasso to Have Ilela tions With New Government Paris Nov 101he Instructions forwarded for-warded by Foreign Minister Delcasse to the French Consul at Panama authorize au-thorize him to have relations with the new Government The instructions arc substantially the fame as those sent from Washington to the United States Consul at Panama and will have the effect of giving the same recognition of I the new regime as the United States has already given A formal recognition recogni-tion will follow later when the new Government is fully organized but the Instructions of the Consul definitely establish es-tablish the attitude of France toward the new republic The action of M Delcasse is not yet publicly known According to the strict requirements of the protocol governing the recognition recogni-tion of a new sovereignty a formal letter let-ter must be addressed by the new Government Gov-ernment to France and the other Powers Pow-ers notifying them that it Is completely complete-ly established The olllcial response to this letter will constitute a formal recognition of the latter The formalities may be carried car-ried on by mail later but the instructions instruc-tions to the Consul are considered as establishing the position of the French Government as being similar to that of the United States M Delcapsos Instructions followed the receipt of ample assurance of the purpose of the new regime to carryout carry-out the obligations of Colombia concerning con-cerning the canal concession and other French property rights The repreen tatlves of the Consul also showed that the new conditions are apparently staple sta-ple with the separatists maintaining order and exercising undisputed authority au-thority The action of France carries out the purpose which M Delcasse had throughout namely to leave the United States untrammelled nnd to act so far as possible In sympathetic accord with the American Government |
