i WHEELERS RESIGNATION General Forwarded it to tho President Presi-dent in November Washington March 101l appears that Gen Wheeler did lender his resignation resig-nation from tho United Suites army lust fall It was dated November 2Slh at Panlqui Luzon and wan not cabled but came by the slow process of the malls Moreover it did not com directly l di-rectly to the War department but went to the White House where It has been reposing since its arrival In Washington Washing-ton The War department olllclals have Just learned of it The Generals resignation was not accepted ac-cepted promptly by the President out of consideration for the olllcer Instead he was ordered to report to the War department de-partment at Washington His resignation resigna-tion will be accepted here and the effect of this action will be to allow the oflleer lilsmlleage and expenses to Washington Washing-ton The resignation reads as follows Panlfiul Island of Luzon the Philip pines November 2C lSIro the President Presi-dent Executive Mansion Washington SlrIhe insurgent Government is virtually destroyed Aguinaldo is a fugitive fu-gitive in the northern provinces his Cabinet anil Congress arc scattered TJie President of the Filipino Congress IH here and from what he says I think It I will be Impossible for this Congress to I ever reconvene The various commands I of the Insurgent Generals are reduced Ito I-to men skeletons and fly before usso fast that It Is almost Impossible to get within gun range 1 therefore respectfully respect-fully tender my resignation as an olllcer In the volunteer forces of the United States Very respectfully I JOSEPH WHEELER BrigadierGeneral U S V
