Show The Case Against Paroles A problem which even the most casual reader is beginning to evaluate eval-uate as of increasing national importance im-portance is the question of paroled parol-ed convicts. Many of the most sensational of recent kidnaping, murder and extortion cases have es their originator an ex-convict or a paroled prisoner. Edgar J. Hoover, Federal Bureau of Investigation Inves-tigation chief, discusses the problem prob-lem of parole in a recent issue of Hearst's Cosmopolitan and givos proof of what average persons have long suspected to be the case. Th chief trouble, as Mr. Hoover Hoo-ver sees it, seems to be the influence in-fluence of crooked politicians and a lack of uniformity in parole t laws. Giving example-a of many states and cities Hoover shows that parole pa-role is often a fine theory but a failure in operation. Continual clashes between police po-lice and penal authorities on the matter of parole and prison administration ad-ministration are common. Hoo ver's sympathies are frankly with the police. He says : "Call the roll of agents of the F.B.I, who went out to break up kidnaping and extortion who made the supreme sup-reme sacrifice. Every one of these died at the hands of a convict who had been paroled or otherwise other-wise had received ill-advised clemency." cle-mency." Hoover personally believes that emphasis today should be on fewer few-er paroles; that they should be administered free of the Influence of politics by competent and trustworthy authorities. He says that the most important import-ant of all steps toward curing the parole evil is to make the average av-erage American realize that crime affects him, directly or indirectly, every day; the annual cost of crime Is $15,000,000 or a tax of ten dollars a month per man woman and child for everybody in the country.
