Show The Secretary of the Navy in his report re-port recommends that In lieu of tho promotions now used in the navy to re Avard distinguished service medals of honor carrying some increase of pay like the Legion of Honor pension be employed The present system surely is wrong Officers are advanced by numbers I the ofllcer happens to be in the right place he gets a promotion while Just a worthy an ofllcer who does not happen to be In the right place gel nothing We think the idea of the Secretary Is all right except AVQ would substitute a ribbon for the medal and fix It by law so that no one save n soldier or sailor could get that particular par-ticular kind of decoration Military men like that sort of thing Nelson was iso i-so attached to his that in the face of death he would not lay his decorations 1y when told that they made him a conspicuous mark for the sharpshooters sharpshoot-ers of the enemy Ills answer was They were won in honor they shall be worn in honor And men who Avlll go out and offer their lives for their country are enlllled to special recognition recogni-tion by a grateful public I |
