the Action of thQ Committee I tee Was ReconsideredReturn to Old Method Will Ask Legislature Ito I-to Make Law Compulsory SubCommittee Sub-Committee to Issue Call By a rollcall vote of 12 to I the Democratic Demo-cratic county committee yesterday I rescinded the action of Monday last in deciding to hold primary elections under un-der theprovlslons of the new law Then i I by practically the same vote a motion to adopt the new law was defeated and I by unanimous vote It was determined Ito I-to follow the old method the only modification l I modi-fication being that the polls are to be open for one hour and that the name I of each voter shall be entered In a poll book supplied for that purpose I Yesterdays meeting convened at 5 oclock In the afternoon and every I member was present either In person I or by proxy as follows First precinct James D Pardee F J Rawllngs Sec Ion I-on G B Blakely Dr Mattle Hughes Cannon by T E Visaing proxy Third Joseph S Grow Arthur Barnes by F I S Fernstrom proxy Fourth James I Sabine Jr Joseph Maxwell by J M 1 Cohen proxy Fifth George E Wool Icy by Dr H A Anderson T A Williams Wil-liams counts M M Beaver M M Miller Mahonri Spencer David Moffatt 1 and Mr Hllbert WHEN THE FUN BEGAN The fun began Immediately after Chairman Lloyd had called the meeting meet-ing to order Without giving anybody else an opportunity James D Purdce I arose and moved that the committees action of Monday last In adopting the I new primary law he rescinded Dr II A Anderson chipped In promptly with o second and Mr Paidee then gave his I reasons for desiring a reconsideration From the expressions which he had heard since the former meeting Pardee said he had been convinced that a large majority of the part opposed the departure de-parture from the old method and as he didnt desire to do anything that would tend toward disruption he favored fa-vored return to the former plan Dr Anderson followed in a similar vein although personally ho said he believed the new method was the b tHe t-He also opined that a certain class would leave the party unless the old style primary was adopted EXTENT OF OPPOSITION James Sabine said that he opposed the proposition on principle and that he believed fully S5 per cent of the party opposed It Joseph S Grow likewise opposed the new plan but he had no fear of the class referred to by Dr Anderson leav ipg the party Before leaving th > committee com-mittee meeting Mr Grow also took occasion oc-casion to declare that the article In the Herald of Wednesday morning was an Insult to those who have been opposing the measure Joseph M Cohen discussed the matter mat-ter at some length from a philosophical standpoint dealing with the Imperfections Imperfec-tions of the law upon the subject and other phases of the question He thought if the lny were made compulsory compul-sory on all parties it would be A good thing but at time present time he did not approve of Its adoption Max M Beaver wanted the city to run its own affairs while David Mof fatt favored the new method CALLED LLOYD DOWN At this time Mr Lloyd called Mr Moffatt to the chair and took the floor In support of the former action of the committee He contended that under the new plan a larger and more representative repre-sentative vote would be secured and that a better class of delegates would bo selected During Mr Lloyds remarks he was interrupted by Joseph S Grow who asked him If the now law was such a blessing why he didnt favor ft two years ago when he was the chairman of a subcommittee appointed to investigate In-vestigate and report upon Its adoption Mr Lloyd objected to the question upon the ground that It was personal and his explanation did not explain to Grows satisfaction VOTE TO RECONSIDER At the close of Mr Lloyds remarks a vote was taken upon the motion to reconsider the result being as follows Yeab Pardee Anderson Sabine Grow Cohen Beaver Fernstrom Spencer Hibbert Visaing Miller and Blakely 12 Nays Moffatl Rawlings Williams and Jlo dIr d-Ir Motfatt then moved that the new Jaw be adopted throughout the county which was seconded by T A Williams und lost BACK TO OLD METHOD Following this It was moved that the old method of holding primaries be adopted the polls to remain open for ono hour after the balloting begins and a record kept or all persona participating partici-pating This motion prevailed by a I unanimous vote The date for holding the primaries was then Used for September 1th beginning I be-ginning at S oclock p mAt m-At thcae primaries delegates will be ejected to the State convention county convention and precinct convention Desiring that something should come his way Chairman Lloyd introduced a resolution providing that the members of the Legislature from Salt Lake coun ty be requested to work for a primary election lav that shall bn compulsory on all parties This resolution was promptly adopted COMMITTEE TO ISSUE CALL After tho appointment of a commit tee consisting of the chair The date upon which the county convention con-vention will be held will be determined 1 at the next meeting |
