Allan Crockett, 274 F Street. A very interesting program is being arranged by Mrs. Amy Jackson, president of the group. All ladies living in Legislative District 12 are cordially invited to attend. Utah Medical Assn. Lists Plan to Cut Football Accidents With 29 deaths in the nation directly or indirectly caused from football activities the past year, members of the medical profession at the national level, through the American Medical Association and the state level, through the Utah State Medical Association, have come up with suggestions to help solve the problem for 1960. According to USMA Executive Secretary Harold Bowman many of these suggestions come from doctors of Utah who donate time in taking care of the athletic teams of the state in both high schools and colleges. An incomplete survey indicates that at least 40 high schools and most colleges in Utah are receiv-ing volunteer help from medical men who have an interest in athletics and a desire to help the boys who are participating. Important recommendations are that a doctor be on hand at all games to take care of emer-gencies; to make sure that in-jured players are taken out at once, and also that badly injured players, particularly those with spinal cord injuries, be removed by a stretcher and not made to walk off the field. Utah physicians point out that some injuries are inevitable in this contact sport, but add that careful prepartions can reduce the number. Early season prac-tice is particularly hazardous. Longer periods of preparation are desirable before regular competition starts. Pre-seaso- n conditioning is essential. The medical men suggest that more games be called off on' account of the weather. The ac-cident rate increases with bad weather. Discussing another sport, the suggestion also is made to pro-vide caps for baseball batters that better cover the temporal area. Baseballs thrown by some major league pitchers have been timed at speeds up to 90 mph, and a lot of school boy hurlers can throw a ball at 70 miles an nour. . In baseball, several hundred brain injuries result each year. Five deaths from such accidents were reported last year, all of them with boys between 12 and 16. New caps have been devel-oped which will provide more protection and cut down on the serious injuries. They should be used at all levels of baseball, from little leagues on up. IRS Director Tells Rule for Use of New Short Tax Form The brand new short return Form 1040W provided for 1959 federal income tax filing was explained by Roland V. Wise, director of Internal Revenue for the Salt Lake City Distr X Mr. Wise said the new two-pag- e return form can be used by any individual whose income consisted of salary and wages, regardless of amount, and not more than $200 income from in-terest and dividends. Husband and wife whose com-bined inome meets these tests may file a joint return on Form 1040W, he said. He added: "The new two-pag- e form is de-signed to allow taxpayers in the above income category the bene-fits of 1) 'head of household' or 'surviving spouse' status; 2) 'sick pay' exclusion' 3) dividends received credit; 4) estimated tax payment credit, and 5) itemizing deductions for contributions, in-terest payments, medical ex-penses, and the like. "Formerly, none of the bene-fits could be claimed without filing on the regular four page Form 1040." Mr. Wise said the simple card Form 1040A is still provided for taxpayers whose income is un-der $10,000 consisting of salary or wages reported on Form W--2, and not more than $200 in in-terest and dividends. He said taxpayers with divi-dend and interest income in ex-cess of $200 or with any other income such as capital gains, re-tirement income, rents, royalties or professional income, etc., must still file on regular Form 1040. Taxpayers who have any ques-tions on this subject may get Document No. 5107, "Filing the Tax Return," by calling EM 52, Ext. 464, or writing the Internal Revenue Service, P. O. Box 1288, Salt Lake City. "If you have any other ques-tions about your federal income tax return, telephone your local Internal Revenue Service," Mr. Wise said. The warning came in connec-tion with the distribution of 100,000 copies of a leaflet pub-lished as a public service by the Deseret News in cooperation with D. C. Stephens & Associates and state and local boards of education. Purpose of the leaflet is to ex-plain in pictures and words how children can avoid becoming possible victims of a molest or assault by a sex degenerate. For example, the leaflet warns children, "Never play alone in alleys or empty buildings," and "Never accept rides from per-sons whom you do not know." Children are also told, "Al-ways write down the license number of any suspicious car." Dr. E. Allen Bateman, state superintendent of public instruc-tion, issued a special notice to parents in the leaflet. He said, "Throughout the country the police are becoming increasingly alarmed at the rising rate of cases involving the molesting of small children. This vicious type of crime can happen anywhere and at any time. You can help protect your children by teach-ing them the fundamental rules in this leaflet." Distribution of the leaflets in-cludes most of Utah's school districts. The Council's pamphlet details five major recommendations for meeting the educational needs of the nation. The pamphlet con-tends that an ominous educa-tional gap exists which threatens to grow to disastrous proportions soon. The pamphlet charges that "on issues of education, the Eisenhower administration has been characteristically strong on words and week on weeds." The policy pamphlet was made by a special subcommittee on education under the chairman-ship of former U. S. Senator Wm. Benton. The draft was then re-vised and approved for issuance by the Advisory Committee on Ecoonmic Policy and finally by the Advisory Council itself. Other members of Senator Benton's subcommittee were Dr. Seymour E. Harris, chairman, Department of Economics, Har-vard University; Dr. Walter E. Heller of the University of Min-nesota; and Beardsley Ruml, ed-ucator and economist.
