The house army bill amendment, restricting enlistmeuts to a total ol 20,000, was adopted by so small a maioritv that the friends of the army are very hopeful of securing the ao-quiesence ao-quiesence of the house in anticipated omission by the senate. Secretary Sherman is opposed op-posed to the appointment of any person per-son as superintendent ol the San Francisco mint who is not a resident of the city. The probabilities favor a concentration of the republican members of the California Cali-fornia delegation upon Clayton, in which event he will quite certainly be appointed. Dodge's chances, nevertheless, never-theless, continue to be good, and there is reason for believing that his triends have made a very stroug impression im-pression upon the appointing powers. The senate judiciary committee heard arguments to-day from ex-Senator ex-Senator Trumbull, represeutiag the Central Pacific railroad, and S. S. , Shellabarger representing the Union Pacific, in opposition to Senator Tbur man's sinking fund bill. Sidney Dillon, Dil-lon, president of the Union Pacific, and C. P. Huntington, vice president of the Central Tacific, were present; to submit a proposition for the repay- meut of the government advances of interest on ihe bonds of the companies, com-panies, but the arguments of the counsel were long aud prevented their submission. It is understood the two companies oSer, first, to reconvey to government ab ml 6,000,000 acres of lands, which they propose to have credited at the rale of $1.25 per acre, secondly, to pay into the treasury, semi-annually, a million dollars each per annum, also such amounts added to the foregoing and to the earnings for government transportation as will create a sinking fund sufficient, with the accumulations of compound interest, to liquidate the total amounts advanced or to be advanced by the government for the interest on bonds by the year 1905, or about five years subsequent to the average date of the maturity of the bonds. The committee expect to make a report upon the subject at an early date. |
