Tbe bill enacts tbt on and after January 1, 1879, it shall be unlawful un-lawful for any subject of China to enter the jurisdiction of the United dtatea, unless be files upon the day of big entry a certificate signed by the United States minister in Cnina, and dated not more than sixty davs Drior to its presentation, certifying that the possessor thereof corner to engage in mercantile business, or as a representative repre-sentative of mercantile business, in China.
