The secretary insists that he will resume, as Micawber Mi-cawber did that he wo Id pay, but ia equally oblivious or indiflereut as to how he will do so. He says the day for resumption ia seventeen months ofi, and evidently rests his faith on the assumption that iu the interval ot time "something will turn up " that will enable him to fructify his promise. prom-ise. We confess that we are disappointed disap-pointed in this part of the speech, which practically means uothiuy, except ex-cept that tho secretary has lo defined policy for the future, or none that he dare avow, and therefore confines himself to generalities, which are oalculuted to increase rather than remove re-move the uncertainty which keeps the country in apprehension and alarm. |
