In a letter declining an invitation to tbt Tamnany hall festivals on the 4th inst., Charles Francis Adams wrote sb follows: I pray your pardon if I venture to p rem tit to your attention one subject which seems to me of the most vital importance to the futuro welfare, if not the very salvation of our institutions. institu-tions. The country must not be subjected sub-jected again to the risk of another election accomplished by fraud, if the evil can be removed by constitutional means. The majority of the people have submitted once, to their great honor but it will not be safe to risk such another experiment. Seme amendment of tbe provision of tbe constitution con-stitution on tile subject seems indispensable indis-pensable during the present term of the presidency. I truit you will not be slow to insist that your representatives and friends all over the country shall see to it that ample time and care be given in good season to the preparation prepara-tion of such a measure as may prove acceptable to all honest people, when it becomes their duty to act upoa it in their turn. Above all, let there be left no chance for repetition of fraud. The corner-stone of the arch must be dragged out of the mud into which it has settled, and placed on an immovable immov-able rock. I do not permit myself to doubt that this is the earnest desire of all the honest men ef both parties. But to you who have suffered the most by the consequences it devolves to take especial care that they be not repeated, i'ou have the means of remedy largely in your hands. I pray you to see to it in good season that they may be made effectual to 6ave us all from tbe possibility of anarchy and strife.
