News from New Orleais says that Governor Nicholla has been threatened with impeachment impeach-ment if he attempts to defeat the prosecution of the returning board or pardons its members when convicted. Attorney General DevonS has given an opinion reversing the ruling by Secretary Sherman that unexpended balances of appropriations lor carrying carry-ing out the treaties with tbe Indians should be covered into the treasury at the end of two years. The attorney geueral decides that the Indian treaties treat-ies are contracts and that appropriations appropria-tions for carrying them into eflectare therefore excepted from the opera-lions opera-lions of the act of June 20th, 1S74, providing that unexpended balances remaining for two years shall be covered into the treasury. He holds that such balances remain available for all time for carrying out existing treaties. The attorney general haa also given the opinion ihat machinery, machine-ry, a small part of which is Bteel, is not dutiable as all Bteel machinery, hut that the Bteel and iron parts must pay separate duties. The treasury department has ruled that such machinery ma-chinery must pay duties as being composed of all steel. The decision is of great importance to all manufacturers. |
