A joint resolution resolu-tion was introduced into tho Senate by Carpenter to-day, declaring it to ho tho duty ofthe United States to recognize the independence of Cuba and. accord to her bjlliggeront rights and observe strict neutrality between her and Spain. It is preceded by a preamble setting forth that it 13 undoubtedly un-doubtedly the right uf any American colony to declare its independence of its mother country; that tho people of Cuba have declared their independence indepen-dence of Spain, established their own government, abolished slavery slav-ery and for over five yeara maintained main-tained their position; that tho war between be-tween Soain and Cuba has been and is conducted with shocking barbarity, and there is no reasonable prospect that Spain will bo able to re-establish her authority over Cuba; that in consequence con-sequence ol the proximity of the seat of war, tho contest is injurious to the interests of tho peoplo of the United States; that it is evident its prolongation prolonga-tion will only protract the suffering and bloodshed, and will result in tho final recognition of Cuban independence independ-ence by Spain. |
