Show GENERAL. Southern Outrages. Washington, 30. The Senate select committe on southern outrages has been engaged for several days taking the testimony of various persons from Mississippi and South Carolina. It will probably make a supplementary report before Congress adjourns. Some dissatisfaction exists among the members at the neglect of Speaker Blaine to appoint the standing committees com-mittees for the House. Fred. Douglas on Annexation. Fred. Douglas had an interview with the President yesterday, and strongly favors the annexation of Dominica. He says the Dominicans are far superior super-ior to the Haytians. The government ! of Hayti is no repuhlio, but the worst form of despotism, and regrets Summer's Sum-mer's course. He thinks Sumner will 1 change his views after reading the report re-port of the commissioners; if not, then, Douglas regards his opposition as factious, fac-tious, and Sumner as the worst foe of the colored people on the continent. Tlic Illinois State Capital. ! Chicago, 30. A bill was introduced : into tae Illinois Ligislature yesterday, i to provide for submission to the vote I of the people a proposition to remove j the State capital from Springfield to j Peoria. One of the arguments against jits remaining at Springfield, is jthe fact that the grounds of the jnew State House are so small; I and it is alleged a ring of speculators have got the adjacent property for the purpose of selling it to the State at exorbitant figures. The city council of bpnngfield will, therefore, pass an u 1Djjee' guara'eeing to the State the additional ground necessary free j of cost, In the meanlime the"Peori-, the"Peori-, ans are active in their efforts to secure the removal; but the general impression impres-sion is that the movement will fail. j Terrible Conflagration at Truckee.
