| Show I THE MAYORS VETO JUBILEE APPEOPIATIOW DE GLARED ILLEGAL It is Not Considered Likely That the Resolution Will be Passed Over the Veto Mayor Glendinning yesterday vetoed the resolution passed last Tuesday night by the council I appropriating 1500 for decoratjng Main street intersections in-tersections and the capitol building for the coining jubilee He takes the ground that the action was illegal and that such practices should not prevail particularly at this time when the treasury is empty The mayor in his message says I herewith return without my approval ap-proval the resolution of the city council coun-cil said to have been adopted June 1 1S97 providing for the expenditure of 1500 by a committee of three members I mem-bers of the council for decorating nd I illuminating four street intersections and the city and county building during dur-ing the coming Pioneer Jubilee This Is a case where it is generally admitted that there is no power or discretion vested in our city council to make such an expenditure and in i the present condition of the city finances to do so might be fairly regarded re-garded as a flagrant abuse of legislative legis-lative power I am aware that similar expenditures have heretofore been made in this city for celebrating the Fourth of July and providing entertainment enter-tainment for citizens and guests but an unlawful expenditure of money cannot can-not be rendered legal by any usage i however long continued and such acts I derive no sanction from time or custom j cus-tom It is not probable the resolution will pass over the executives veto |
