General Business of thc Council While last nights meeting of the council was not marked with the acrimonious debate which characterized the one previous it was none the less interesting Mayor Baskins Young Bache Hardy OMeara Cheesman Clawson Lynn Morris Watson Newell Mc Millan and Mr President Delegation from 3Iiil Creek Pending the reading of the minutes Alex McFarland the chairman of a delegation from Mill Creek precinct addressed the council on motion of Le Grande Young granting him permission permis-sion and stated that the citizens of the precinct had refused to accept the proposition presented by the council regarding the trading of water from Jordan canal for Mill Creek water inch for inch by a vote of S to 4 in committee appointed to decide I j Another member of the visiting delegation dele-gation explained that he thought a careful canvass would achieve the desired de-sired result The matter was in a sort of tangle when 11 Clawson arose and remarked that as yet no formal offer had been made to the Mill Creek people peo-ple The subcommittee appointed was to have conducted negotiations in such manner as to have permitted no one to have a voice in the matter appointing Watermaster Wilcken to act in conjunction con-junction with two members of the Mill Creek contingent in obtaining a con census of opinion on the matter it having been suggested that there accepted the report and ordered one hundred copies printed That IJuiul Contract Mayor Baskin submitted a contract with the Union Pacific for lands in City Creek and other canyons on the watershed for ratification which brought Mr Clawson to his feet with I a protest He thought the mayor had thrown the responsibility upon the council and he did not blame him for so doing The council however ought not to buy lands with such roserva I tions Thee lands were bought for I the protection of the water from pollution and under this contract I con-tract it was very easy for the company to sell the excellent tone quarries located on one tract to outside out-side parties whose workings would accomplish ac-complish the results which the purchase pur-chase of these lands is designed to avoid Mr OMeara at this point raised the point that the contract had been approved ap-proved and called for the record which was read apparently justifying Mr OMearas proposition A motion to ratify the contract was again vigorously opposed by Mr Claw son No one would purchase land with an encumbrance upon it and this reservation was an encumbrance He should vote and work against the measure Mr Lynn thought Mr Clawsons allusion I al-lusion to Mayor Baskins action was far fetched The lands were purchased pur-chased by the council for the protection protec-tion of the watershed only The sale of these lands to the city was made on the same terms as to other parties I the city desires to purchase the stone it can do so by paying the price asked about 20 per acre I i Mr Watson agreed with Mr Claw son in his position and announced his intention of voting no i votng Clawson again got the floor to state i i that under the contract the city was I buying something that I would have I no control over City Engineer Young was asked regarding re-garding these stone lands and replied that the prospects of their ever being worked ae very remote Councilman Young said there was no stone in the quarry mentioned worth taking out Clawson replied that it was not a question as to whether the stone was worth anything or not It was whethoi someone thought it was worth anything any-thing or not The contract was ratified Messrs Clawson Watson and Young voting no Recorder Bachman filed the report of i the dog tax collector showing 5229 collected I col-lected for dogs during the month of claim of Albert Pantsch for damages caused by fall ing on a slippery East Temple street walk the claims committee reported in favor of giving him 550 which report vas adopted Tarpeys Petition Cemented The street supervisor was authorized to grant the oetition of D M Tarpey et a1 to build a crossing at Sixth I south and West Temple streets The petition of the Eleventh Ward Coop for adjustment of error in water script was granted Slaughter Pens Must Go I The report of the committee on sanitary I san-itary rules and quarantine in relation to the petition of Anton Pederson and seventythree others for the removal of the Utah Slaughtering companys slaughter houses from their present location lo-cation near to and just north of the Warm Springs sets up that the complaint com-plaint is well founded that the air is polluted and the place a nuisance to health Appended was a report from Dr Dalby in line with the above statement state-ment The committee recommended that the slaughter house
