OCR Text	Show DISCUSS PHILIPPINE QUESTION Secretary Boot Submits Matter of Local Government to Cabinet Washington Sept 8The cabinet meeting today was devoted almost entirely en-tirely to a discussion of the local government gov-ernment which will be established In the Philippines on the cessation of host hos-t t s Secretary Root has given the matter much thought and his views as expressed at the meeting t6day were received with approval by all the members mem-bers present He pointed out that a system of government gov-ernment which would be suited to the people of Luzon would hardly do for some of the other islands where the i Inhabitants were far less advanced A member of the cabinet in speaking speak-ing of the matter said that Secretary Root displayed a broad statesmanship and a knowledge of the economic and social conditions on the islands
