Show DISCHARGED CADETS Law Violated In Recent Appointment of Lieutenants Washington March 2lhe war department de-partment has been investigating the charge that four lieuteaants recently appointed in the army had previously been discharged from the West Point academy and were therefore ineligible for appointment The provision of the law Is that no cadet who has been discharged shalt be appointed in the army ahead of the class in which he was serving The men named are Edward F Downs appointed ap-pointed from Texas and now in the Philippines Nathaniel R Chambliss jr appointed from Alabama Louis J Vanschaik New York and Edward E Haskell It appears from the records in the war department that two of these Downs and Vanachaick came within tile law and will no be corn missioned Neither of their classes have graduated Haskeil is of the class of 1902 and although he was diseharg ed the entire class petitioned and the academic board recommended hint for appointment and under the law such recommendations can be accepted Haskell was wounded at San Juan Chambliss was of the class of 1899 3 and although he was discharged in 1896 hIs class has been commissioned ahead of him |
