Show VICTORY FOR VER MEN They Steal a March on Their Opponents Op-ponents in the House + GOLDITES ARE CORNERED Consideration of Bimetallic or Financial Finan-cial legislation Privileged An Immense Victory Gained by Advocates of White Metal A Bill Can Now Be Reported Auy Time by the Coinage Committee WASHINGTON Aug 31Si1er men in the stole a march on their opponents House today and gained a victory which makes it impossible for the gold men to impede consideration of bimetallic or financial legiolation that may bo reported by tho committee on coinage wrights and measures and banking and currency during the coming session A time honored custom in the House tme has been to make the reports of the committees com-mittees on appropriations and ways and means privileged matters at all times and when the now rules were being considered con-sidered today Mr Springer chairman of the committee on banking and currency suddenly sprung an amendment extending extend-ing the same favoritism to the committee on banking and currency Mr Kilgore immediately followed with amendment also including the com mittee on coinage and although these the amendments were sharply opposed last was adopted by a vote of 13 yeas to 85 nays and the original rule asamended Was adopted by vote nearly of 2 to 1 Not till it was nearly all over did the members of the House realize the immense im-mense victory gained by the bimetallists Under this rule the committee on coinage can report a silver bill at any time and force it consideration by the House and the committee on banking and currency cur-rency will enjoy the same facilities of forcing its measures to a vote in the House Incidentally also the House by the adoption of these amendments has broken away from the leadership of the committee commit-tee on rules presided over by Speaker Crisp and declared that it shall no longer be in the power of that committee to determine J de-termine whether free coinage bills shall be accorded consideration or whether the attention of the House shall be directed to other legislation Amendmendment to increase the membership mem-bership of the Committee on Rules were lost An amendment was adopted givine the Committee on Ways and Means jurisdiction juris-diction over all measures purporting to raise revenue Several other amend ments affecting committees were lost A motion to strike frois proposed rules the clause which permits the speaker to decide what is a dilatory motion was discussed at length pro and con and was finally rejected An amendment was then offered which puts it in the power of any member who is in charge of any proposition on the floor to propose a cloture at any time that he thinks it advisable ad-visable to do so The previous question was ordered on the amendment pending pend-ing further action the House adjourned |
