Show BEHIND SEA BILL I Xo Difference Between England and America i London April 9The Bering sea bill was one of the first measures discussed today in the house of commons I Sir Charles Russell attorneygeneral assured the house that there was no serious difference of opinion between Great Britain and the United States regarding the provision of the Bering sea bill providing for the enforcement of the award of the tribunal of arbitration arbi-tration before the house of commons Sir William Vernon Harcourt moved that the government take the time of the house on Tuesdays and Fridays the state of public business requiring that such a demand be made The Right Hon A J Balfour opposed op-posed the motion contending that the government was frittering away the I time of the house in its foolish proposal in regard to the appointment of the Scotch committee I Mr Balfour banteringly remarked that he did not think the government would suffer shipwreck upon this occasion oc-casion and concluded with the statement state-ment that he could not support the motion mo-tion as the government had not given sufficient notice gven The Right Hon John Morley said that the government intended to keep the evicted tenants bill in the front rank of the government measures adding ad-ding that he would do his utmost to pass the bill during this session of parliament The conimons rejected by a vote of 268 t 244 a motion made by the Marquis Mar-quis of Carmarthen conservative amending that of Sir William Vernon Harcourt and limiting the time to be covered by the motion to the period between now and the Whitsuntide recess re-cess cessFollowing the defeat of the Marquis of Carmurthens motion moto Captain Robert Manbury conservative moved the adoption of an amendment to Sir Williams motion providing that at the morning sitting on Tuesdays and Fridays the government should lave precedence for Its measures instead of the house giving the government all of Tuesday Sir William declared that he would not accept the amendment as the business busi-ness of the government could not satisfactorily sats factorily be considered at he morning session A vote was then taken on Manburys unotion which resulted in Its rejection Following immediately upon the conclusion con-clusion of the debate of the original motion the speaker put the question and a viva voce vote was taken The speakers decision that the government gov-ernment had i was challenged and in accordance with the rules the absent members were summoned and the summone question again put Again the speakers decision was challenged and he then directed that a division of the house be made The division was on strict party lines and resulted in a victory for the government govern-ment Sir William Harcourts motion being adopted by a vote of 249 to 223 Subsequently the bill was passed through the committee stage by special consent I was reported to the house after 12 I oclock amid cheers and passed its third reading |
