The tariff bill is the big stumbling block and while the indications seem to point to an effort on the part of the Democrats Demo-crats to force the fighting and get a vote on that measure there Is no certainty cer-tainty that the end of the struggle is insight In-sight Should the Republicans weaken In their opposition and conclude to let the Democrats go before the country with a tariff remodeled on the lines laid down by the finance committee It would be an easy matter to wind up the business busi-ness of the session Inside of two months and possibly it could be done by the 15th of June Have Not Shown Their Hands But the Republicans have not yet fully shown their hands They are also divided as to the policy that ought to be pursued pur-sued One element favors a continued resistance and under the rules of that august body they advise that every possible pos-sible means be resorted to to defeat the passage of the bill with the determination determina-tion to die in the last ditch before a surrender comes Another class of Republican Re-publican senators believe that it will be more to the interest of their party to let the Democrats carry out their pledges to revise or reform the tariff and they appear to think that the measure as finally passed will not give the Democracy De-mocracy a victory at the coming elections elec-tions hut on the contrary will result in a defeat for that party This class of Republicans is composed of men who are moderate protectionists and several who ardent advocates of the free and unlimited coinage of silver and who want to see the New England states and the middle and central western states get a dose as they express I when the tariff is overhauled and they have no love or sympathy for the states named because their senators and representatives representa-tives have for years done everything In their power to debase and degrade silver as a money metal Looking After Their Fences Then again many of the leading Republican Re-publican members of the House want togo to-go to their districts to look after their own renomlnations and reelections and they cannot afford to remain In Washington Wash-ington all summer when there are so many breakers ahead The situation for them has changed in one important respect re-spect under the new rule adopted by the House a member cannot be absent without with-out having his pay deducted I the Democrats Dem-ocrats are compelled to remain here they will see that the Republicans shall stay too In 1SS8 when the Mills tariff bill was before the House and Congress did not adjourn until the 20th day of October Oc-tober the longest session In the history of the governmentthe Democrats were obliged to be at their posts and most of the Republicans went away by turns to look after their districts I an early adjournment should come I will be a bad thing for the Utah statehood bill for no matter whether I is reported or not from the committee I could hardly be passed if the Washington ton constantly and being supplied with the sinews of war do not neglect an opportunity op-portunity to put hi licks where they will do the most good They go to Congressmen men who are advocates of the single geld standard and tell them that it will never do to admit Utah Arizona New Mexico end Oklahoma for the reason that eight more senators will be elected who are In favor of the free coinage of silver To southern and western Democrats the story is that the Democrats now having control of the Senate it would be a suicidal sui-cidal policy for them to make four new states unless they are certain they will elect senators from at least three out of the four Their song is that Arizona Is the ouly cne certain to elect Democrats and they insist that the other three will select Republicans I Re-publicans Utah they are positive will end Republicans t Washington and this sort of talk is drummed constantly Into the ears of the Democratic senators The latter are enjoying committee chairmanships chairman-ships and power and the kind of talk dinned into their ears by the shrewd and polished hirelings of the money pover of the east is apparently having its effect and Is doubtless responsible for the mysterious mys-terious delay in reporting the Utah bill However the friends of Utah have by no means abandoned hope They are working hard and within the next two weeks It
