from the Governor announced that Wendell Benson J C Conklln Henry W Lawrence Hugh Watson P W Madsen Elias A Smith and Wnu H Sells had been appointed the committee to dispose of the 32000 appropriation recently made for the employment of laborers The appointments appoint-ments were confirmed by a unanimous vote voteOPERATION OPERATION OF RAILWAYS C B 36 to regulate the operation of railroads was read Booth of Salt Lake moved to table the bill for consideration con-sideration with ta1lc two railroad oills already tabled Lost Seaman said he had proposed the bill at the opening open-ing of the session when he proposed to champion the poor man but his thunder thun-der had been stolen He had supposed the bill would have the hearty cooperation coop-eration of the champions of the poor man Precisely the same law is now in force in many states The bill requires re-quires that the engineer fireman or some other person be always on the lookout ahead and when any person animal or object or other obstruction appears upon the road or within dangerous dan-gerous proximity thereto the alarm whistle shall be sounded the brakes put on the air shut off and every means used to stop the train The objection is raised that the provision will cause great exposure to cold He thought not The lookout need not sit The fireman I on the cow catcher freman and engineer could alternate on the watch that it be done Cattle often get on crossings He recalled the Instance of a clearheaded clear-headed engineer who probably saved the lives of his passengers by putting on steam when he saw that the train must strike some cattle that were crossing the track There should be no statute requiring a different course of procedure The matter should be left to the judgment of those who understood un-derstood it Human life is of greater value than anything else and should be first considered in such a case This bill is an illustration of the fact that people who know nothing about railroads roads propose to dictate the operations of the roads He understood that the gentleman from Weber was up in the management of the lumber business but that he knew nothing about the management of a s 2 of laws of 88 relating to county and precinct officers was read with amendments which were proposed by the committee This bill requires that persons appointed pointed in any county or precinct shall qualify within thirty days after appointment ap-pointment also that any officer reelected elected shall qualify within the time required by law and be commissioned by the governor The bill was
