Show WD L TRESS IT TO FINISH VI < jq A Lively Caucus J Concerning a Vote f on the Seijgniornsre Bill Washington Feb 19The success of the filibuster against the Bland silver Beigniorage bill which has blocked proceedings in the House for five days today forced the Democratic advocates oi the measure to invoke the decree of J j a caucus and imediately after adjournment ad-journment a Democratic caucus was held in the hall of the House to consider con-sider the situation < There were present pres-ent 130 Democrats but not one member mem-ber of the New York delegation all of whom have joined in the obstructive movement nor in fact any others I who joined hands with them The presence however of Pence of Colorado Populist was significant The jsenfiment in tne caucus therefore there-fore was all favorable to the bill and two resolutions were adopted one to keep the seigniorage bill before the House to the exclusion of everything until it is disposed and the other expressing it the sense of the caucus that it was the duty of every Democratic Demo-cratic member to be present and vote either for or against the bill The only difference of opinion was as to the advisability of going even further fur-ther than this and compelling members mem-bers to vote or be counted if they refused re-fused to do so wy Boatner presided and advocated a resolution to Instruct the committee on rules to bring in a rule to compel the members to vote or be fined and Patterson Pat-terson a resolution instructing the Speaker to count a quorum Patterson Patter-son declared that he believed after viewing the spectacle of the last few days that Heed was right and nonvoting non-voting members should be counted to make a quorum The Patterson quoru Paterson reso 1 hutton was voted down by about 20 majority the Speaker voting against the proppsition The caucus adjourned pending a vote on the Boatner resolution I Bryan Bland Bynum Springer and 1 Williams of Mississippi advocated the passage of the two resolutions both offered by Bland and in the course of the speeches some very caustic reflections re-flections upon the action of the easter east-er filibustering Democrats were indulged in-dulged in The resolutions which were as fol lows were unanimously adopted Resolved that It is the sense of this caucus that the pending bU seigniorage silver bill shall be the special business of the House to the exclusion of all other business until it i 1 disposed of The second resolution is as follows Whereas thirtytwo Democratic members the House were present and Intentionally failed to vote on the pending silver bill thus breaking a quorum I Resolved First i Is the duty of j every Democratic member of this House now absent unless the ahsent absence be for sickness of himself or family to immediately return to the discharge dis-charge Qf the duties of his office resolved second it Is the duty f v of every Democratic member of the i House to attend the daily sessions thereof resolved third It is the duty of erg Democratic member of the te House to record his vote for or against the pending silver bill to the end that I a quorum may be obtained in order that the said bill may be speedily disposed of aid the House I posed a1 proceed with f thp consideration of other pressing bi ness tes j hiTfe Democrats who were in the city t but refused to attend the caucus will I i if the declaration of Tracey Is an Indication tionTracey Indi-cation refuse t bs bound by this ac Tracey however asserts now that yen if the bill be brought to a vote ithviU be beaten 1 opinion Js not i shared by the Democratic House leaders lead-ers who still posillvebaffirm that the 41 passage of the bill i3 orty a question ot j rtimfe They expect twentytwo Republicans Repub-licans and nine Populst votes and i with a full Democratic Attendance ICO l 1 Vi > 1 c I Democrats which would leave them 1 1 majority of 12 over a quorum |
