Show A NOTE OF JINGOISM Nothing could have been more certain cer-tain than that so soon as the Republicans Republi-cans recovered from the stupefaction of their stupendous victory they would begin to lay plans for all sorts of schemes that would involve the expenditure expen-diture of vast sums of money The i Boston Journal has such a one It says This sweeping Republican victory is bound to have a most important and beneficent effect upon the maritime interests in-terests of the country For one thing it means that the grand work of creat ing a modern navy adequate to the needs of the second maritime power of the world is not going to be interrupted inter-rupted The country has a very good navy I now thanks to Secretary Whitneys I I policy when at the head of the navy I department and which was continued I by General Tracy under President I I Harrisons administration When all j I the ships now being constructed and those authorized to be constructed are 1 I finished the United States will have a navy amply large for all purposes We do not occcupy the same position as England whose colonies are found in all quarters of the globe I and whose ships are upon every sea It may be said that her life depends upon the efficiency of her navy The Jingos there get up a scare over the navy every few years and raise up hobgoblins and dangers that exist only I in imagination By them it is used in parliament much the same as the i i army is used in the reichstag But we 1 are not situated as England is We j I have no colonies and few merchantmen merchant-men If we had a large navy it is quite I I likely that we should want to be going around much as a bully who is weighted I weight-ed down with arms and who thinks I that nothing can happen in his presence pres-ence but that is intended for an insult in-sult to him and which he must avenge on the spot that he may maintain his I reputation and position Cities make it an offense to carry concealed weap I ons because those who carry them are j very liable to use them whenever any I dispute arises What is but an angry dispute in a community where it is not I the custom to carry deadly weapons but too often become bloody affrays I where it is the custom to carry them This may be said to be the case with I I armed nations whether upon the sea j or upon the land S This country does not need a great I navy and if we had one it would be a I constant source of danger as it would I have nothing in particular to do and it is as true of nations as of individuals indi-viduals that the Devil alvays finds j plenty of mischief for idle hands to I I do If the Republicans should inaugurate a policy of building up a great navy I they should set the mark high Eng i i lands policy is to have a navy equal to the combined navies of any two nations I na-tions As we should not be behind England in any respect the American naval policy should be to have a navy equal to the combined navies of any three nations This would use up ill the surpluses the Republicans will ever create |
