Eeciprocity with Canada OTTAWA Ont Jan 23 Sir Charles Tup per has been summoned to Ottawa from London to take charge of the negotiation for a reciprocal commercial treaty ab Washington Sir Charles who sails from Liverpool for New York tomorrow will bear dispatches from Lord Salisbury regarding re-garding the reopening of the question of reciprocity which he will submit to Secre tary Blaine In view of the approaching election and the fact that the main Issue of the campaign cam-paign will be the question of closer commercial com-mercial relations with the United States it is imperative that Sir John Macdonald should have some definite proposal to go to the country with and Sir Charles is called upon to see what he can do at Washington in regard to the matter
