Show IOLICK REORGANISATION Everybody will hope that the mayors choice for captain of police is the wisest and best that could have been made and we are free te say the popular impresssion is that no mistake has been made Captain ESJTY enjoys an excellent reputation in the community During all the troubles and dissensions which have prevailed in the police department and whilst tbe officials and subordinates of the force havo been subjected to pretty vigorous criticism on the part of the public we do not recall any strictures passed upon JESSY who seems to have performed his duties in away a-way to command the respect ot his bIckering bicker-ing associates as well as the people who have taken enough interest in the matter to inquire as to the police trouble and its causes The new captain is strictly a citizen of Salt Lake very nearly all of his years hay tag been passed iu this city He must be thorou hl familiar with affairs and understand under-stand tho temper disposition and ambition of the local community If ho possesses the eculiar executive ability required for tho successful management of his office we do not doubt that an improvement in the department de-partment will be at once notoa and his administration ad-ministration will be creditable In this connection TUB HCKALD suggests that if Captain JEXNV is the right lUll in the right place be should be given greater power than has heretofore been conceded in the selection of his men that is to any that patrolmen shall not bo foisted upon him without regard to their fitness for the duties and trustworthiness One reason for the trouble which has prevailed in the department in the past destroying the efficiency of the police force is found in the fact that med were appointed without with-out respect to their qualifications but because be-cause they or their political friends had pulls Who would have thought of placing such a man as the late captain on the force had it not been for the belief that ho was influential with a certain disrepu table element which could be utilized at the polls If the captain to be held responsible re-sponsible for the proper administration of ho department ho must have a voice in the selection of his subordinates and given authority to get rid of objectionable and untrustworthy menTHE men-THE HEUVLD believes that with intel igence and energy the police of Salt Lake can be so guided and managed as to be a tel nor to evil doers and a protection to tho law biding We believe vigor and earnestness will in a little while maim the city an ex eedingly unhealthy abidin g place for the tough element which for months past bus been virtuallyin control of the town The people look to captain JESNY to briar about the reforms needed and ho may commence operations with the assuranco that in intelligent praiseworthy efforts be will have tho hearty support of all good citizens with regard to politics or party |
