Peti-tions and Deports The city council met in special session at S oclock last evening Mayor Scott presiding Isabella Brunkcr and others residing ou H street asked that the water mains be extended from Sixth to Eighth street B G Raybould O J Hollister and other persons per-sons residing on West Temple street asked that the Salt Lake Rapid Transit company be permitted to retain its franchise on that street as the petitioners preferred having the street railway there to having it kept for a boulevard Mr C Wallace and others residing on Fifth West street between Fourth and Sixth North represented that the street was in very bad condition con-dition and asked that it be repaired at once Referred Thomas Jones and others owning land near TVhite Lake over the Jordan river and within he city limits asked that the lake be drained Deferred J B Walden and other persons owning property t prop-erty in Social Hall alley represented that the alley could be Straightened and made three rods wider with very little expense and asked the city to do the work have the houses numbered and give the thoroughfare a new name Referred Re-ferred Jeff Clark was granted a license as a retail liquor dealer City Attorney Merritt reported that the claim of Judson Wliite who was injured some time ago by falling into the excavation of the board of trade building had been settled by the pay r mont otJO and a release obtained The committee on ways and means to whom was referred the resolution creating the sprinkling sprink-ling district to embrace all of the central part of ihe cityrcported that the expense of sprinkling sprink-ling would bo 815000 and recommended that this amount be assessed against the abutting property Adopted The committee on canal to whom was referred re-ferred the petition of C S Wilkes asking permission per-mission to flume the canal through his lot recommcndea that it be granted Adopted The mme committee to whom was referred the petition of C S Wilkes and others asking 1 that the canal bo iiumcd across Seventh East street recommended that it be not granted Adopted The committee on irrigation to whom was rc Icfccfi the petition of Samuel Green asking IlJ mission to use a portion of the water from xir ditch for the purpose of manufacturing brick in 5acre pint A recommended that it be granted Adopted Councilman Pembroke offered a resolution authorizing the mayor to employ three expert hydraulic engineers to examine and report as to the best menus to be adopted to provide the city with an adequate water supply Adopted Bill 2 J an ordinance relating to permits for erecting buildings and making excavations was read thi second time and referred to the committee com-mittee on municipal laws witha request to report at the next meeting The bill provides that hereafter any person making excavations for bullflinfrs shall enclose the same and put a suitable sidewalk around the excavation and also give a sufficient bond to secure the city against any loss arising out of the misconduct or neglect of the person obtaining such a permit Sexton Patrick presented his report for the quarter ending March 31 showing the disbursements disburse-ments to have been 90028 and the receipts to have 220050 The resolution granting a franchise to the Salt Lake Rapid Transit company was then taken up on its third reading and a number of amendments were made Councilman Cohn moved that in addition to the tax upon the cars a tax ol 214 mills for every fare collected Councilman Hall opposed this on the ground that it was too much like tithing Such a tax he said amounted 5 per cent on the gross earnings of the company and in wholesale business 5 per cent was considered a fair profit He offered an amendment fixing the per capita tax at I1 mills which prevailed Councilman James said if there was a Iran chup of great value to be granted those who received it should pay for it The members of the council represented the city and should work for its interests He thought the proper thing to do was to refer the bill back to a committee com-mittee to have it returned in proper shape Councilman Noble did not see the wisdom of referring the bill back again AfJcr some further discussion the reading was resumed and on Councilman Halls motion the time for assessing the per capita tax was deferred from two to three years from the granting of the f ranchisp After the bill had been read through J L Rawlins representing the Salt Lake City Railway Rail-way company stated that at the last meeting of the council his company presented a petition peti-tion for a franchise on First East street also alone Third street west of the city limits and on Ninth East street to the southern limits of the city There was therefore some conflict between the Salt Lake City Railway company and the Rapid Transit company The former company proposed to establish electric lights along the road if their petition were granted and would also charge a fare of 5 cents over any of its roads If the two companies should have franchises on the same streets serious electric disturbance would result The men who had introduced the electric road in this city had shown great enterprise ability and courage and by its actions had shown its good faith It was not a monoply because it was largely under control of the council Before Be-fore any further action be taken upon the franchise of this Rapid Transit company he asked that the matter be referred to some t committee along nwith the petition of the Salt Lake City railroad company The latter was a local enterprise while the former it had been asserted was hut a venture of the Union Pa elite company whose notorious policy was always al-ways to crush out local enterprises The men who had been put forward in the Rapid Transit Tran-sit company were mere decoys Ho closed by asking the Council to consider the whole question ques-tion fairly and act fairly Mr Jack representing the Rapid Transit company said that they had made no proposition proposi-tion to light the streets but they proposeu to to use an electric plant As to the statement that the employment of two different systems would result in difficulties to both he did not think It u as true It was true that some outside out-side capital had been invested the enterprise but did not think that ought to operate against Itt It-t ItOn motion of Councilman Pembroke the bill i4 was referred to the committee on streets with f Instructions to report next Tuesday evening The attorneys of the two companies were invited to meet with the committee and furnish such information as might be needed The council then adjourned until Tuesday evening at 733 |
