| Show TOO GREAT HASTE We think it would have been better if the council had delayed the creation of the paving districts and the declaration of intention in-tention to pave the sidewalks until the city county territorial and school tax notices for the year had been issued The prop ertyowners as a rule are not opposed to the intended improvement They want it and are willing to pay for it so far as they are able to do so but they should be given an opportunity to ascertain just what their financial ability is to be before being called upon to vote on the paving proposition The impression has gone abroad that the taxes will be doubled trebled and even quadrupled this year If this is to be the case not a few in the paving districts will enter an earnest and honest protest against going ahead with the contemplated d improvement this year They will not protest pro-test because they are unwilling to pay but because they are unable to pay without involving in-volving themselves deeper than they care to go oWe We know that the argument will be presented pre-sented that the pavement will enhance the value much more than the cost of the work This is true enough but suppose tho property prop-erty is not for sale how will the increased 7 value help tho owner to the tax money To add a thousand dollars to the selling value of a mans homo will not put a dollar into the mans pocket his home not being for sale If the taxes are to be increased as generally gen-erally understood it will be all many a poor family will be able to do ti to save money enough for the collector and tho cash for the sidewalk will have to come from a mortgage on the home It cannot be the intention or desire of the council to oppress people who are willing as are the majority of the land owners in the central part of the city hence we say it would have been better to have delayed the sidewalk assessment until the amount of the general taxes was known and parties par-ties could have told whether or not they would be able to meet the demands upon them It is unfair to the propertyowners to lush this matter and there is no occasion occa-sion for the great haste that is being displayed dis-played The city will not suffer if some of r the sidewalks should remain unpaved for a year or so longer I |
