been cognizant of the fact that there has been a good deal of what is commonly known as monkey business going on in connection with the proposed joint city and county building The masses who read TnE HERALD are also aware of the reasons for the procrastination procras-tination Vo have been assured time and time again that the building would be constructed con-structed but the hole still remains on the I corner and nothing has yet been done The plans mede by Architect Apponyi were submitted to another architect named Hale and after spending a short time in looking them over he made a report This the city officials declined to make public even when their lord and master P H Lannan of the Tribune demanded it It would probably never have seen light now had It not been for the fact that the county court made a demand for it After the plans had been submitted to Hale and his report had been received they were again carted off east and again landed in this city It was understood that they were submitted to Professor Ware of Columbia college but what report he made if any has never been given to the public and probably never will be There was another delay and the plans were again sent off The matter rested until yesterday Then the report of a man named Jllsloy of St Louis was received It is presumed that Illsleys report suited the city dads for they made it public and both Hales and the St Louis report are givon below Architect Apponyi was seen yesterday by a HERALD representative but he said he had nothing for the public but would have a reply ready today He was not slow however in asserting that politics alone was at the bottom of the whole affair and had the Iron etc been ordered through a certain local institution the safety of the proposed building would nover have been called into question We leave Apponyi to make his own defense DALES IDEAS To the Building Committee of the Salt Lake city and county buildings GENTLEMEN In compliance with jour orders I have examined the drawings and specifications for the city and county build ing and beg to submit the following report We will first take up the question of strength and the durability of the building I The brick walls of the central portion of the building are three feet thick the entire height which is bad construction I have assumed that the tower proper is to be omitted The weight on each square of basement tower walls with tower omitted is SA tons With the material ana workmanship liable to be obtained in this city I consider six ton pressure per square foot the limit of I safety In short even if the tower be I omitted the basement walls would crack and soon become dangerous If the tower should be built the basement walls would undoubtedly crush Take again one of the inside columns S inches in diameter one metal a basement column Said column will safely carry 05 tons but the load thereon according to plan is 77 tons and the column is unsafe The footing of brick under said column is nine square foot hence the pressure on the brick is 859 tons per square foot but as six tons per square loot is the limit of safety I the brick work would certainly crack ana i eventually crush The thickness of the walls in most cases II is not figured on plans hence it has been difficult to ascertain their strength The corner turrets appear to be built of stone but no support is provided for tho inside corner I cannot ascertain the kind of material used in constructing the roof of said turrets The beams under gallery posts aro not of sufficient strength They should be capable of carrying thirty and one half tons but as specified their limit is thirteen tons or seventeen tons as shown on one drawing The drawings disagree The necessary tie rods between beams have been omitted on gallery plan of steelwork steel-work I also object to eightinch walls three or four stories high witP steel beams of su ffi cent strength built therein The beam should be strong enough to carry the entire strength The drawings and specifications are apart a-part of the contract in fact the very essence es-sence thereof hence should he exhaustive and clean and free from errors thus saving large bills of extras 1 find the drawin sand s-and specifications very incomplete In some cases the kind of material to be used cannot be ascertained and in other cases a variety of material is indicated for the same purpose pur-pose The window acres are not shown on the plans their size and material must be conjectured con-jectured Error The flues are located wrong on the basement base-ment plan all elevator walls are 0 > x5 except ex-cept fifth floor which is 0 ix < x5 Error + The section of the water closet should show in section of building Error One iron detail of sky light weDs2x4 > does not tally with Sill3 on section of building Also the figure 3x7 in 22x5 > line should read 3x76 Also the line of figures in plan adds 55x0 same line in section on small drawings adds 33x0 Error The specifications say See detail of sky light butno detail is drawn No access is shown to the roof or to the rear area No transit is indicated over inside doors No doors are shown to the water closets The great variety of windows part of l them practically inaccessible showing the court rooms and council would present from the interior a very unsightly appearance 1 appear-ance j anCfThe gallery very incomplete incom-plete In short there are not onethird enough drawings to illustrate the building in a proper manner so as to allow an intelligent 1 in-telligent estimate of cost and to insure a Mayor DEAR SIR On the 4th inst I telegraphed receipt of city hall plans and specifications also your letter ot 24th ult with enclosures enclos-ures and on the Gth inst mailed you a list of drawings and specifications found within the case In view of your request for an early reply I have examined these papers to ascertain their general character and make a preliminary report without elaJWhile While the drawings are neatly rendered they show a lack of familiarity with build ing operations of magnitude and a dangerous danger-ous oversight of the principles of safecon struction They are incomplete in number num-ber not more than onethird or perhaps onefourth as many as should be provided for such a building and they are besides so imperfect and obscure in themselves that no contractor can bid iota ligently While it is impossible to tell in most cases precisely what may or may not be intended in-tended I should fear if an attempt were made to erect the walls from these plans that they would not stand long enough to get the roof on There would also be difficulty dif-ficulty in placing fire insurance I find the specifications equally incomplete incom-plete and defective apparently a compilation compila-tion from hand books and trade catalogues made by some one inexperienced in practical prac-tical work There are but seventeen pages where I should expect sixty or seventy Matters of great importance are not re ferred to all or so vaguely as to be unintelligible unin-telligible These many omissions cannot be covered by the frequent proviso as may bo directed by the architect since told subjects a contractor to demand on nim for labor and material the number extent and value of which he cannot estimate in advance ad-vance The city in turn Is equally exposed ex-posed to claims by the contractor for extras on account of work which must be done but is not shown either in draw ings or specifications I think it should be possible to erect your building for a sum not to exceed 250000 possibly for less assuming that there will be no question as to the citys i ability to pay promptly for the work as it progresses and with a full and accurate set of drawings and specifications I anticipate antici-pate no unusual difficulty In letting the work to responsible parties who will erect and finish it in a thoroughly substantial and creditable manner for about the amount I have named without delays and without claims for extras As to the Carnegie beams it is my rule to leave an opening for competition wherever wher-ever possible instead of specifying a single manufacture My methods of ventilation fire proofing etc will be embodied in my plans also the proper location of the police court which is unfortunately placed in several particulars If I undertake your work I shall require an accurate survey of the foundations already al-ready constructed made by a competent civil engineer with the use of transit level l and steel tape a certified plat thereof to a scale not less than ten feet to the inch to be sent me also a marked copy of all city ordinances relating to the building its plumbing etc also the location and depth of the city sewer and water and gas mains at the point where connections are to be made for the building I assume that the site is open for light and air on every side I shall also need a list of rul ing prices in Salt Lake for building material mate-rial of all kinds and and the ruling prices of labor in the building trades With these data the plans can be revised or withdrawn as may be found necessary in each case the poilce court relocated and any other necessary readjustments made the brickwork stonework and iron construction con-struction corrected or strengthened the missing drawings supplied for each branch of tho work and the others properly figured and a specification complete enough to show precisely what the con tractor is to furnish and do and what the city is to pay for iffheso drawings and specifications will be in triplicate one copy to be filed with the city register of Salt Lake and one copy for the contractor My terms will be three and onehalf 3K Per cent on the total cost of the building exclusive of foundations already in with proper credits to the city for such of tho old plans as it may be possible to include in-clude with the new ones the entire work to be so complete that bids can be taken and contracts let for its erection without materially exceeding my estimate of cost A retainer of five hundred dollars 500 to accompany your order the balance of the commission payable within ten days after the bids have been received and found to correspond with the abovenamed limit of cost Bids to be taken as soon as the draw ings and specifications are ready and should the lowest responsible bid so far exceed ex-ceed the said limit of cost that the city should be unable to proceed with the build ing the drawings specifications
