| Show Instructions Concerning Chinese WASHINGTON July 5Acting Secretary Batcheller has issued the following instructions instruc-tions in regard to the reentry into the United States of Chinese after a visit to China Chinamen who are laborers are under the exclusion act of October 1 laSS absolutely abso-lutely debarred from landing in the United States unless it be for transit across United States territory under the department depart-ment regulations of July September and December Ibs9 Chinamen not laborers and who may have heretofore resided in the United States are not prevented by the existing law or treaty from returning to the United States after visiting China or elsewhere No certificates or other papers however are issued either by the department or any of subordinate officers to show they are entitled to laud in the United states But it is suggested that persons should before leaving the United States provide themselves them-selves with such proofs of identity as may bo deemed proper showing that they have been residents of the United States and that they are not laborers so they can present pre-sent the same to and he identified by the collector Chinese persons not laborers who may come to the United States for the first time are only entitled to land upon compliance com-pliance with section 3 of the act of July 5 lbS4 which prescribes that such person shall obtain the permission of and be identified as so entitled by the Chinese government or such other foreign government govern-ment of which at the time such Chinese persons shall be subjects in sucn case to be ev danced by the certificate issued by such government The certificate shall be m the EnguVh language and shall show StfcITpennissron the name of the bene fited iKjrson ia his orrher pioper signature etc |
